OWNER privilege Error (please help)

im running nrcomm tapi demo version,
when phone call, im getting this error :
nrCommLib TAPI Error: nrTAPI error : answer on the incoming call was fault
TAPI Error Code [80000046h]
the applicationis does not have OWNER privilege on the call.

here is the log file of the demo application:

nrCommTAPI: Device [TOSHIBA Software Modem] wait for incoming call ...
Fatal Error: 2, 9, nrCommLib TAPI error:\0DhnrTAPI Error: Aswer on the incoming call was fault\0DhTAPI Error Code [80000046h]\0DhThe application is does not have OWNER privilege on the call\0Dh\0Ah.
